How to activate HSF Modem ?

I have a hsf modem. i have downloaded the linuxant latest driver, it supports my modem ( checked the pci id )..

i did the following steps as written in the notes:

make install
result : no problem

hsfconfig or hsfconfig -a
result : compiles the modules, says done,
then gives the error hsf modem not active.

how will i activate the modem ?
