I haven't knoppx 3.7 yet.
So I'm not so sure which one, root login in in kdm or root access shell.

If root can't login in KDM :

Probably it was disabled by KDM.
Edit /etc/kde3/kdm/kdmrc :
add this line (bold):

[X-:*-Core]
AllowNullPasswd=true
AllowRootLogin=true
AllowShutdown=None
NoPassEnable=false
NoPassUsers=
