Hi.

While downloading knoppix, i noticed there is a suprising lack of quality mirrors for US/EN versions. I would like to use my server as a mirror for the Knoppix ISOs. Are there any requirements or guidelines for doing this?

Great question, and I have no idea what the answer is. Hopefully someone will be able to point you towards becoming a mirror. Until then (or even after) one thing that you could do that might be a big help would be to run Bittorrent and leave it up, so that Bittorrent users would have an additional site that they could draw from.
