When I go in as root to control center under login manager and attempt to change anything (like the login screens wallpaper) as soon as I apply the change KDE control module automatically crash's. I dont understand this because it worked everytime ive ever done it before. Same of course happens when I try this logged in as a user and enter the root password to use administrative mode under the user. Upon crashing it does not save any changes ive made.

Crash says:

The application KDE Control Center Module (kcmshell) crashed and caused a signal 11 (SIGSEGV)

then it tells me apps usually crash with this SIGSEG due to a bug in the application. The application was asked to save its documents.

any ideas?

Try upgrading kde control center. I think it's part of kde base package 'apt-get -t unstable install kdebase'. Apt-get update to bring your sources list up to date first of course. And check out the post about ftp.de.debian.org; looks like there are some problems with the source server.
