Originally I was getting erro using ftp.debian.de.org so switched to ftp.debian.org in sources list, still 404 error.
Is there a problem with the mirrors or is it just me?

Oh my - what a loaded question! :D

Firing up Firefox for a quick check of http://ftp.debian.org might answer your question.

Check, also, here: http://www.debian.org/mirror/list-non-US

The sources in your second link seem to have fixed it. Is this a recent change, the old sources were working up to a short time ago.

Don't know. The reason for calling packages non-US is they aren't supposed to be exported from the U.S. - ftp.debian.org is in the U.S. and presumably serves downloads to non-U.S. users....
