Start TCL/TK script when done loading

I want to start a tcl/tk script that requires root privileges becuase it configures eth0. It has a splash screen and GUI so I need it to be done after the desktop is visible. Where do I call the script from? I tried .kde/autostart but that is done when KDE is initializing and before the desktop is loaded.
