(networking reload) without DHCP?

when i try to update network settings with
./networking reload it fails and i have to restart to get the new network settings to work. i dont use DHCP maybe so it is why its not working?

I'm not sure to have exactly understood what do you mean to achieve with that, but maybe the correct syntax would be: update-rc.d networking defaults
