gap time issue

I work under Damn Small Linux.
I setup a tzconfig find on another Ubuntu install , in Paris timezone

root@0[root]# date
Thu Jul 6 22:25:18 EDT 2006
root@0[root]# hwclock
Thu Jul 6 22:25:25 2006 0.000000 seconds
root@0[root]#

I stop ntp , run ntpdate , restart ntp:
root@1[root]# ntpdate pool.ntp.org
6 Jul 16:26:34 ntpdate[566]: step time server 216.52.237.153 offset -21579.967087 sec
root@1[root]# date
Thu Jul 6 16:26:54 EDT 2006
root@1[root]# /etc/init.d/ntp start
Starting NTP server: ntpd.
root@1[root]# date
Thu Jul 6 16:29:10 EDT 2006

When I want to synchronise in a W2k client:

C:\Documents and Settings\manu>net time \\box /set /yes
L'heure en cours sur \\box est 7/6/2006 10:29 PM

L'heure locale (GMT-04:00) Ã* \\box est 7/6/2006 4:29 PM

La commande s'est terminée correctement.

I don't know how to change the gmt-4 timezone
