I am currently a Windows user and a total noob regarding Knoppix. I am looking to run Linux in addition to Windows (not ready to let go of Windows entirely just yet).

Since Knoppix boots from disc, is it possible to upgrade titles or download additional titles under the Linux OS while using Knoppix?

People have managed to do upgrades and installs, but things tend to break. As a novice I think you would be best advised to use Knoppix for what it is, a Live Linux CD, and if you want a full Linux system that you can install things in, use a distro intended for hard disk install such as the current "testing" version of Debian.

Greetings

It is hard to know what is being asked.
I am not sure what you mean by titles.

I agree with booting and working from
the latest live CD or DVD and waiting
for the experts to come out with the next.

But you can certainly add the latest version
of a program each time you boot your DVD.
This is added to memory and is lost with
each boot but is simple to do from the
Internet. On the plus side, think of it as
never having to uninstall.

Read about:
apt-get update
apt-get install new-program-name

See the apt help in the forum about
Hdd Install / Debian / Apt
