Initialising Modem

Am first time user, and trying to connect to the internet. on connection it won't go any further than initialising modem. In another thread there is instructions to type

as root

setserial /dev/ttyS3 irq 9
ln /dev/ttyS3 /dev/modem

I did this but I still get the same problem

I have a connexant 56k modem
