Cant use CD rom device "not a valid block device"

i have installed knoppix 3.2 on harddisk , but i cant use my cd rom device (Asus) until i execute hwsetup. After hwsetup everything is ok , but i want to learn the reason or a way to fix it except adding hwsetup to init.d
