Not recognizing DVD drive

Title pretty much sums it up, I load dvd into the drive, nothing happens. Try to open the disk...nothing. There isn't even a /dev/dvd directory. How do I remedy this?

Are you sure it is not recognized?

or

cdrecord -scanbus

You try to open it how?
