Adding a root password to a remasterd ISO

I'm trying to add a password to root when remastering the iso. I have a utlity that can generate a shadow password for the unecnrypted password string. Is this just a case of copying the shadow password into the /etc/shadow file or are there other places I need to do this in order to add a password to the root user?

While in the chroot environment, why not just passwd root?
