APT stands for Advanced Packaging Tool
basically apt-get is an easy way to deal with packages and their dependencies
you can have a look at:

You might like to su to root and do:
apt-get update && apt-get install synaptic
Synaptic is a GUI front end to (most of) the functions of apt-get. Use apt-get and Synaptic with caution, though: it's not that difficult to trash your system. There's a very comprehensive posting by Stephen on this somewhere in these forums. You might like to do a search here for apt-get and see if you can find it.
