Windows Live CD:Is there such thing?

Do i need to have windows installed to set up this live cd or not?

if yes ..too bad i do not have any WIndows installations
It would be cool to have this CD though since my friends WIn boxes keep messing up one after another

Yes. There is a Windows XP live CD you can create. See http://www.nu2.nu/pebuilder/ for details.
I use it to recover Windows systems and to create images. Works great!
