Since our government has a policy of screwing up other people's governments on a regular basis, that would answer "why follow U.S. politics"
But the main reason for a surge might be when a new version of the distro gets published. Just imho. And yeah, that happens very much following school and university cycles.

also the man pages are sometimes left out of a distro to save space, like with some versions of Puppy or DSL. If you're looking to boot from less than a hundred megs then you have to make choices as to what is in and what is out and it appears man pages are one of the first out.
