Does anyone know if a dell optiplex gx260 will boot off of a USB device, such as an external hard drive or external dvd-rom drive?

Get the newest Optiplex GX260 Firmware from the Dell support website.
Enable "USB Keyboard emulation" in the BIOS
Disable "Fast Boot" in the BIOS
As a last resort, try plugging the device into USB port 1 or 2 (located on the back of the PC case).
You can also select an alternative boot device by pressing the F12 key when the Dell boot screen appears.

The newest one.
IE: The one with the highest revision number.
For example, Dell BIOS A04 is newer than BIOS version A03
