This is a very rare S-100 EPROM programmer board. It programs the Intel and compatible 1702A EPROMs, not the 2708 and newer stuff. It's the first S-100 board I've seen that can program these old chips. That said, I was not able to find a manual on the web for it. It has three EPROMs installed, the first is the software used to program the EPROM in the zero insertion socket. The last one says it's for a video driver. Another has no label. If you can read 1702A's (or get the board up enough so you can read them through the board, it has seven read sockets) it should not be hard to hand disassemble the 256 bytes of code. There is also two 2101 static RAM chips (that's 256 bytes) used to hold the data to program into the EPROM. I believe that can also be used as general purpose RAM. The board generates all of the programming timing, it's not software timed.
It looks like it needs an external high voltage power supply, there's a short cable hanging off the top. Probably for a 47 to 60 Volt supply. It generates all of the other voltages needed by the EPROMs from that main voltage.
