de2104x Ethernet needs nodhcp and workaround

Is this bug a Knoppix or Debian or kernel or other problem?
Does anyone know where it has/should be reported?

In Knoppix 4.0.2 the de2104x PCI ethernet card still needs boot with nodhcp, and the workaround described in
