I guess the first issue with discussing the release schedule is identifying the targetted users. The LiveCD is a fast and easy way for people to get up-and-running using GNU/Linux. If people want to use the newest applications, or professors want to get a new download for their next semester's class, they can easily download the latest version and go.
The major thing that is different with Knoppix over other distributions is security and testing, but it wasn't made to stress this. It is based on Debian and they do perform alot of testing, but most of the packages in Knoppix are from the testing, unstable, or worse.
Knoppix is neat and useful but then again I hope there aren't "Knop"-heads out there that think it is OK to do a HD install and use it for Websphere or an Oracle server. :?
