Why do i get this locale error on apt-get upgrade?

Why, when using this command,

# apt-get upgrade

do i get this error message with locale settings?

Setting up ncpfs (2.2.3-1) ...
Setting up sndconfig (0.70-1) ...
Errors were encountered while processing:
locales
E: Sub-process /usr/bin/dpkg returned an error code (1)

Please assist with a step by step solution.
