Welcome to Knoppix.net
How would you answer these questions:
1) did you check the MD5 sum of the downloaded ISO?
2) did you burn the ISO as an image and not as a file?
3) did you burn at a slow speed, < 8x?
4) did you set your BIOS to boot from the CD?
If you answered "yes" to all those questions, then it's possible that the CD media is bad, in which case you can try to burn another copy.
For more detailed information, look at the Downloading FAQ.
Please let us know what you discover and how it goes.

The file you downloaded should have been called KNOPPIX_V4.0.2CD-2005-09-23-EN.iso I recommend using BitTorrent to download ISO files, because it tends to be faster and more likely of success for large files. Once you download the file, you should check the md5sum value. If it checks out OK, then burn the ISO as an image. You can use Nero or if you have Windows XP, you can install a plug-in that enables you to burn ISO images. I recommend burning at the slowest speed possible as people have reported issues with CDs burned at fast speeds.
Good luck and let us know how it goes.

Pretty much everything you listed above was wrong. As Robert already said, the place to start is the downloading faq. It's also extremely likely that the file that you downloaded does have an extension, but that you have the default setting in windows that hides the extension from you if windows thinks it knows what the file is. This feature should always be disabled, it causes nothing but problems. And you apparently downloaded from a mirror rather than Bittorrent, which can lead to other problems.

Verifying of md5 checksum and burning a CD at slow speed are important.
