install with ap-get from cd boot

I get an error when i use apt-get,
E: Unable to write to /var/cache/apt/
E: The package lists or status file could not be parsed or opened.

i type it with root shell. why i can install programs for use in a cd boot??

you can't write b/c cds are read only (cd-r)
