installing 5.0 on ntfs partition using qtparted?

Can I just resize sda2 as I would normally (hda2 with FAT32)? In other words, can qtparted handle resizing ntfs?

I don't know about qtparted, but GParted LiveCD (~30MB) can resize NTFS partitions.
