you can try running
Code:
apt-cache search kde i18n
And seeing if french is listed.
and then
Code:
apt-get install kde-i18n-fr
if french is not listed, check your /etc/apt/sources.list

You may have to upgrade a lot of stuff if you havn't used apt before.
