It may be worthwhile not to let the script private.php?do=newpm run as soon as the page is reached.
I don't see this as a wrong behaviour because there is not only the option "Reply to private message" but also "Forward". In any case it's your own decision to keep all or nothing of the quote. The best choice is to quote only the parts of a personal message you really refer to.
