Just try a
chmod 777 /tmp/.ICE-unix
better do "chmod 1777 /tmp/.ICE-unix". This gives you the last t in your rights string drwxrwxrwt; everyone can write but you can delete _only_ your own files. It's the same permission as /tmp has.
