Whoops! I don't use kde too much so i didn't know of it's config editor. How can I find it in the knoppix cd? (If it is included, I mean)
I have used webmin, and yes, is very similar to what samsara was asking for, except for the detail that you need a web browser that can connect to https servers.

The idea would be to make it locally, withought opening your config to the world if the web server is cracked, you mess with its config or some kind of similar disaster. Maybe including it in the gnome control panel, or in kde's equivalent. I have to check that kde config editor, maybe is the right thing to use.
